is there a way to arrange the menu or the only option is to make the whole
menu using either the plugin file or creating the menu by writing the code
on the ActionBarAdvisor ?

There is no way to order menu items like you want.

I'm pretty sure there is an enhancement request open about that in
bugzilla. Do a search and vote for it if it's functionality that you
would like.
