Why does the Win32 implementation of ScrollBar.dispose() actually do
something? Since ScrollBars can only be created by a Scrollable instance
(in getHorizontalBar() and getVerticalBar()), it seems logical that only the
same Scrollable could dispose them. But this is not the case. Calling
ScrollBar.dispose() actually nulls out the reference in the owning
Scrollable, in addition to hiding the native widget. While it is true that
the native widget is not actually disposed, the behavior still seems
troublesome. Is it intentional?

Basically, you shouldn't be calling this. The native widget will be
disposed on platforms where there actually is a native widget there (ie not
Windows).
