The JPA functionality is not included in any of the 1.5.x all-in-one zips.
It is only available as a seperate download, located here:
http://download.eclipse.org/webtools/jpa/downloads/drops/R-0 .5-200606282232/

JPA is included in the 2.x all-in-one zips.
