I have run into a situation where serialization order is important. Is
there a way to specify the serialization order of EReferences and
EAttributes within an EClass via annotations or otherwise?

John,

Generally the order of the features within the EClass will be
respected. If you define a model as an XML Schema, the corresponding
Ecore model will produce results that respect order properly, so that's
one approach to look into...
