I ran across this class in the SPEM spec and am wondering if it's supported
in EPF? Anyone know?

Sorry, not yet. We are aiming to support the whole spec over time, but have
not decided yet on the exact timeline.

This would be really handy for documenting process measures along with
the process. In addition to being generally a great way to monitor a
project, measurement is required by all of the CMMI process areas by
virtue of the generic practices, starting as low as level 2, where
project and process planning, monitoring, and control, all demand
measurement.
