Regarding distributed developement.

It has nice GUI-support for CVS. That's it!


Some features-to-come look very promising. Ask Google about "Stellation" and
"Insectivore".

It sounds like what you're looking for isn't API, but a finished
collaborative-development program.

The Eclipse SDK (a set of plug-ins build on the Eclipse Platform) provides
some basic collaborative development features in the Team plug-ins, most
notably CVS support.

If you want more than source control management, Eclipse's answer would be a
3rd-party collaborative development plug-in. The only plug-in like this
that I'm aware of appears to be in the planning stage:
