Well, as said in the thread:
1. look at STP-IM, it transforms BPMN files into STP-IM files, which can
be translated in BPEL afterwards.
2. look at JWT, it does a direct transformation from BPMN to BPEL.
3. look at Intalio|BPMS Designer, it's free but not open source,
although it is based on the BPMN modeler.
I don't know the exact status of 1. and 2. and I work for Intalio so 3.
is biased.
