Well, this is what I found about birt background functionality... I wish
it helps if someone else has similar problems.
First, it works much better in bmp images than the other types such as jpg
gif.
So, using bmp has a better chance to get a "normal" background.
Second, the image size ratio (height/width) should be the same (or very
close) to the height/width ratio of the report. Therefore, birt won't
generate "unexpected" background image.
If I do these two steps carefully, I have a higher chance (but not always)
to get the background I want.
By the way, all of those "background repeat," "background size," and
"contain" properties do not help fixing this background image problem.
