I installed eclipse ide 2023-12(https://www.eclipse.org/downloads/packages/release/2023-12/r) on my ubuntu 22.04 using .tar.zg package.

So, I want that when click on help > check for updates, eclipse update all available packages but stay on version 4.30. Is there a way to do that?

At available software sites I disabled: "Latest Eclipse IDE Packages Release" and "Latest Eclipse Simultaneous Release" and update but to broken everything.

No an update will update whatever can be updated.

You've seen that 2024-06 requires running the IDE with Java 21?

So, if I want to stay in v4.30 first thing to do is disable automatic update and never check for updates anymore?

The project I'm working on is legacy and only work in this version of eclipse ide.

Yes, you'd better not update manually nor automatically. If you want to selectively update something, you can try to install the newer thing and let it be converted to an update operation. Even in that case, be careful which available update sites are enabled in the preferences...
