New FBT is not shown in system explorer [message #1866633]

I tried to create the new FB type under the tool library as a parent folder, in this case, the newly created FB type is not visible in System Explorer. Is it a bug or it's the nature of the feature itself?

Currently we are not showing the tool library in the system Explorer. With recent changes it is even stronger that each folder in the tool library is treated as individual library which can be added independently to a project. However for that the folders in the tool library have to follow certain rules. Which we yet have not had to time to document.
