navigate -> go to -> package
disabled. Any idea? thank you

Can you confirm if you are on Java perspective? Another thing to look for is, if there are any errors in the Error Log view.

I edit java file, so yes, I am in java perspective. I deleted error log. But still is disabled.

The two things are not tied together that way. The top-most right-most toolbar in the IDE window is usually where you'll find the buttons for switching between open Perspectives, and if the Java Perspective is not among them, you can open it from the Window menu in the menu bar.

I suspect that that set of options on the menu comes from the Package Explorer, and only applies when it's the active view.
