I work in a public school and I'm trying to get Eclipse (2023-09 (4.29.0)) installed and available to multiple users on MacOS Ventura 13.5.1.

I'm running into an issue where the Eclipse installer mates part of the installation to the User account that initiated the installation; although the App installs to the general Applications folder.

Originally I was getting a log error telling me the file /Eclipse.app/Contesnts/Eclipse/Configuration/org.eclipse.osgi/.manager/.fileTableLock was inaccessible(Permission Denied).

I found some guidance about disabling the file locking but the issue shifted to:
Error reading configuration : Permission denied. The config file is an a directory that is accessible to all users but the log doesn't point to anything further I can test/isolate.

If I re-install Eclipse to the user having errors it will work, but break the installation for the other 2 local user accounts that I want it accessible.

Help find me a path or direction in this murky wood?

See the section "What Else Should I Consider?" section here:

You might be better off to download a package and copy/move it to a read-only location:
