Is it possible to use Passage in a non-Eclipse environment? I'm referring to the runtime. Specifically, I'm interested in using it in a Karaf/Felix headless application.

Yes.
We publish Passage Core bundles to Maven: mvnrepository.com/search?q=passage

Also there is a sample project demonstrating the possibility: github.com/ruspl-afed/license
