In Eclipse 2020-03 version, I added the following url:
https://archive.eclipse.org/linuxtools/update-docker-4.6.0/
and wanted to install docker toolings .

But it failed to install the plugins and throwed error messages:

Unable to read repository at https://archive.eclipse.org/linuxtools/update-docker-4.6.0/content.xml.
Unable to read repository at https://archive.eclipse.org/linuxtools/update-docker-4.6.0/content.xml.
Received fatal alert: handshake_failure

index.php/fa/41698/0/
index.php/fa/41699/0/

In the url, there is only "content.xml.xz" file, why does the eclipse look for "content.xml" file?

Can anyone tell me how to resovle this problem?

Thanks a lot!

The message is misleading. One factory tries both *.jar and *.xml but only gives an error message when both fail and only mentions the *.xml. Another factory tries the *.xml.xz. Only if all these fail does the loading of the site fail. This site loads for me in the Repository Explorer view. Perhaps it's a transient network problem.
