Why is repo in SAFE state when applying a stash results in conflict [message #1843964]

I am working on a Git Client Add-On for Oxygen XML Editor. The client is based on JGit.

A colleague of mine is trying to add Stash support in our add-on, but we noticed something that I find rather odd: when trying to apply some stashed changes and getting a conflict instead, the repository state is SAFE (see org.eclipse.jgit.lib.RepositoryState). Why is that?
