How can I start external tools in Eclipse?
What is the path to it?

For ARM Keil, for example, it looks like on the picture:

What are the important details in that picture (from the viewpoint of someone who knows how to use Eclipse, but has never seen whatever that screen is)?

I want to be able to launch external tools from Eclipse and need the path to where I can do that.

In the picture I see the pre-build steps etc.

How do I get there in Eclipse?

I imagine you can just enter commands with full paths in the User Command column. You just don't know the full path? You should browse your file system to find it... We can't really know what you have installed and where you installed it.
