Is it possible to create activity diagrams (similar to SysML activity diagrams) at operational analysis level?

Yes of course, neither UML nor SysML restricts this.
Neither the UML nor the SysML specification being both modeling methodology agnostic modeling notations even tell anything about operational analysis.

Possible I should have been more specific.
What is the capella view that enables to create SYSML activity diagrams with the activity diagram elements?

You posted your question in the Papyrus forum. Papyrus is an UML/SysML tool.
You better ask your questions about Arcadia in the Capella forum [https://www.eclipse.org/forums/index.php/f/505/].
BTW, with Arcadia you are limited to OAS (Operational Activity Scenario) to define an activity and OES (Operational Entity Scenario) to bind activities to entities. OAS and OES are both more like UML/SysML sequence diagrams.
