What do I need to do exactly to Eclipse 4.17 to have Eclipse Embedded browser to be Chrome?

I noticed that eclipse.ini should have -Dorg.eclipse.swt.browser.DefaultType=chromium

but that wasn't enough as i had to install Chromium binaries as well from here: http://dl.maketechnology.io/chromium-cef/rls/repository

Then eclipse internal browser started showing Chrome 59 and Browser control with CHROMIUM flag started working.

Question.
Why is Chrome not the default? Why do I need to install Chromium binaries separately? Why are they not included in Eclipse right out of the box?
