Changing file permissions in "Properties " form [message #1830658]

Could somebody PLEASE tell me HOW to physically change the file permissions in this form ?
I can highlight the "Owner , Group , Other then I get a text box...
I do not know WHAT to enter ( r, w ?) and even then I see NO changes in the form.
