I almost answered my question by writing my last question. I said I opened Eclipse from the Success window. I did. That belatedly told me I had something executable already on my machine. So I went looking for it.

I found this file:

org.eclipse.equinox.launcher_1.5.700.v20200207-2156.jar

I clicked on it and it launched the app.

I did a little jiu jitsu with .png to .ico conversion, and fooling windows into putting a .jar file on the task bar, but it works fine. Imported a project, checked basic function and I'm good for now.
