I have an old laptop that in 2018 I set up Eclipse IDE for Scientific Computing and was able to immediately compile FORTRAN programs with , with my new laptop I downloaded and installed Eclipse IDE for Scientific Computing - 2020-03 and then tried to do the same only to be met with: Program "gcc" not found in PATH

I thought maybe because you need cygwin gcc.exe and gfotran.exe installed , so I installed cygwin and made sure c:\cygwin\bin\gcc.exe and c:\cygwin\bin\gfortran.exe exist ...but I still get this error how do I configure eclipse/Photran to be configured to work like my previous laptop?
