I am running version 2020-03. I installed the latest OpenJDK 14 and then find the patch for the 14 facet.

It is installed, but it would not show more than 1.8 in the drop down.

I deleted the project from the workspace, exited Eclipse and edited the settings files manually. I then restarted and re-imported and now 14 shows up in the drop down list but this message does too:

"Implementation of version 14 of project facet java could not be found. Functionality will be limited."

What is going on?

Facets are really the Web Tools Platform's. What "patch for the 14 facet" are you referring to?

Just the Web Tools platforms? I find that hard to believe, as there is a facet for the Java Language which directly controls the compiling behavior.

I installed what was described as a patch for the facet, but it isn't working correctly. (https://marketplace.eclipse.org/content/java-14-support-eclipse-2020-03-415)

Specifically a working Java Facet for JDK 14. As I stated above, the UI seems broken as I had to hack the project's settings files to get a version >1.8 into them and only after doing that did versions 11-14 show up. But even after 14 being set, I still have that error.

It appears that the build is still happening as the /bin folder is being populated.

But as it stands, I cannot roll this out to my team.

You installed a patch to JDT, not a patch to Web Tools' facet support, so it's not surprising that facts doesn't work with Java 14 which was released after the 2020-03 release...
