I have found that the C++ program that I am trying to develop in Eclipse does not stop at breakpoints.

A search of the forum shows that this problem has existed since at least 2012!

If this problem has been allowed to exist for so long, I cannot possibly use Eclipse.

What a shame. It seems to good otherwise.

It works for me but it has to be compiled with the debug hooks. Perhaps you're missing some key aspect in the build process. It might be best to ask about this on the CDT forum:
