Can I LEGALLY modify Cross GCC plugin, so that it becomes MinGW-w64 plugin given that I preserve the comment at the top of certain Java source files and plugin.xml and just add myself to the list of contributors in the comment block?

Sorry for bothering you but anything except "do what the fuck you want" type license is too long and complicated for me.
