I am trying to program my STM32 blue pill and I keep encountering this error when I try to program it.

I know the code, and blue pill are functional as I can program it with TrueStudio so long as I restart my computer before every program attempt...

The details dialog box for the error reads as follows;
Error starting process.
Cannot run program "C:\blah blah MyStuff.elf": Launching failed
Cannot run program "C:\blah blah MyStuff.elf": Launching failed
Cannot run program "C:\blah blah MyStuff.elf": Launching failed

What's going on???
