I have downloaded and unzipped Eclipse Photon for use with a 32 bit computer. When I click on eclipse.exe, I get the following message:

The Eclipse executable launcher was unable to locate its
companion shared library.


I don't know what this means?
What is the problem as eclipse.exe is in the same folder as the other files in the root directory?
I have downloaded Java 1.8.0_211 which is in the "Program Files" directory.
