Xtext 2.16 requires Tycho 1.3.0 that is missing [message #1799429]

Hi,
I am trying to migrate my project to xtext 2.16 (to have it running in java 11).
First I started with creating a simple project using wizard from Eclipse (with options like Eclipse plugins, web support, build with maven).

When I try to build the generated project with maven I got error about missing tycho in version 1.3.0. It is not available in central nor in sonatype.oss.

[WARNING] The POM for org.eclipse.tycho:tycho-maven-plugin:jar:1.3.0 is missing, no dependency information available

Any hint?

Have a look at the release notes

https://www.eclipse.org/Xtext/releasenotes.html#/releasenotes/2018/12/04/version-2-16-0
It shows what to do to use 13 snapshot ( release is awaited this week but I don't know if they make it in time )
