I previously had developed Android apps with Eclipse several years ago yet I'm not fluent with the current packages anymore. This time I'd like to develop an app which should run on Windows and on Android. Could you suggest me which packages I should install?

I don't think the Andmore project is active anymore, i.e., it's not producing new releases as far as I can tell:

https://projects.eclipse.org/projects/tools.andmore

I can see that it's in part of Neon (and there was an Eclipse package for it) but it's no longer in Oxygen or Photon. So probably it's not good to rely on this Eclipse tool.
