This link used to work, but now its no longer accessible:
http://archive.eclipse.org/webtools/downloads/drops/R3.9.0/S-3.9.0M5-20170201000249/repository/

In fact, if you go to http://archive.eclipse.org/webtools/downloads/ you will see an error on the page.

Any alternatives that I can use?

Try this page [0] for all the old, archived, deprecated, unsupported WTP releases.

[0] http://archive.eclipse.org/webtools/downloads/drops/?d

(Meanwhile I've replaced the broken page.)

[1] http://archive.eclipse.org/webtools/downloads/?d

Note too that the best place to report WTP website / releng issues is here [2], as I don't generally monitor the forums.

[2] https://bugs.eclipse.org/bugs/enter_bug.cgi?product=WTP%20Releng

Note too that the last release for Oxygen is R3.9.5 [3] (not 3.9.0.M5) and that according to the WTP retention policy [4] we don't archive milestones after an R build is released. Rather, we delete them and strongly encourage users to use the Releases, rather than the milestones.

Hope that helps!
