Is there a legitimate way to cause a perspective to open based on opening
a file of a particular content type.

AFAIK, there is no extensions to hook up to perform this. I guess that is
because editors are not part of perspective and they don't change when the
perspective is changed.

But nothing stops you doing it programmatically when your editor is opened.
