I was able to zip previous installations after installing all nedded plugins and redistribute them by unpacking the zip file. Sometime i've to edit the eclipse.ini to correct a path to a jvm.

with photon this seemed to broken completely. A p2 repository is created within the user profile. May i miss something but not beeing able to prepare a eclipse package for our development team is a no go for me. The team do not have direct internet.

Is there a new way of prepare an installation easy as in the early days?

To create a portable installation you must disable the use of the shared bundle pool via the menu in the upper right of the installer. Of course the download page already offers zipped packages too:

https://www.eclipse.org/downloads/eclipse-packages/

But the installer will create the same style of installation if you disable the shared bundle pool. Note that you can use Oomph to define your own product definition so you can automate the creation of your specialized packages or completely define your own package with exactly and only the things you want, i.e., it's very easy to create a p2 director task that specifies the things you want to install and the update sites from which to install them:
