I don't have clear instructions on how to unzip this file or what to do. Im working in Windows 10, downloaded 64bit...for Java Developers. I'm completely new to this and could use some Barney style instructions. Thank you!!

It looks like you already unzipped it. If the Explorer can view the contents, can't you copy and paste the eclipse folder wherever you want?

If you download the installer https://www.eclipse.org/downloads/download.php?file=/oomph/epp/oxygen/R2/eclipse-inst-win64.exe it comes as a native executable that just runs, you can use that to create the installation, and it comes with instructions:
