I feel I am missing something obvious:

- Centralized eclipse catalog with settings for Eclipse Neon (example).
- Sets which plug-ins to install from what p2 locations
- Sets up Instance wide configurations using ${installation.location|uri}

What I don't know is how to do a Resource Creation for plug-ins that are required on the Workspace level for preferences

How do I include these settings in a central repository?

Also note the comments in this thread:

I.e., workspace.location only works when/because there is a Workspace task whereas ${osgi.instance.area} always works, but note that in the installer this denotes the instance area of the installer itself, so if you use this in a task, it should not be a task that's performed at bootstrap time.
