I have recently downloaded eclipse-SDK-I20180217-1500-linux-gtk-x86_64 (Photon) and I am having trouble getting Windowbuilder to display widgets on the palette.
I also have an installation of Oxygen 2, with a working Windowbuilder instance.
Using identical source code in Oxygen and Photon, I see the fully populated palette in Oxygen, but an empty palette in Photon.
I have tried everything I can think of - including reading the documentation - but nothing has worked.
Any pointers would be gratefully received.

Oxygen and Photon are more like release versions, they tell us nothing about which features are installed. Does your Photon installation include the same WindowBuilder features as the Oxygen installation?
