Is this doubling of Eclipse and Project level settings normal? [message #1780834]

I am very new to Eclipse. I may have improperly set it up. I am getting a doubling of many Eclipse and Project level settings. Is that normal? How do I fix it?

If I have to reinstall Eclipse, fine. How do I save the current workspaces and reinstall them later? I'm assuming the problem is outside the individual workspaces and is somewhere in the Eclipse initialization, which seems pretty complex. I've attached an image showing the problem, if it is one.
