Neon: black OR bars get left behind cursor movement left / right [message #1780127]

I am using Neon on RHEL 4.7

So when I am editing a file, when I move my cursor using the left / right arrow keys, the black OR (|) bar that is my cursor gets left displayed where it just was, so the line I am looking at gets littered with these OR bars and becomes unreadable ..

Anyone else have this problem or know of a solution ..?
