I'm unable to locate the GDB Debugging Preferences page in the preferences menu for Window>Preferences>C/C++>Debug. The list of options are:
Breakpoint Actions
Floating Point Memory Renderer
Source Lookup Path
Traditional Memory Rendering

The GDB page is not shown in this list, has it been moved?

It seems it is shown in the release documentation for Neon:

This fixed it for me:

"Have you launched a debug session since updating? If you run a CDI-GDB debug session the CDI page will show up. If you run a DSF-GDB session the DSF GDB page will show up."
