Start Eclipse and get "Failed to create the Java Virtual Machine error"

Windows 7 SP1, 64 bit OS, 32 GB memory

.ini file listed below. Any help would be appreciated.

In background it says "eclipse oxygen June 2017." How do I tell which Java Virtual Machine it failed to create?

See this section https://wiki.eclipse.org/Eclipse/Installation. You'll need at Java 8 64 bit VM installed, and if you don't modify the eclipse.ini, it needs to be the one on the system path. If you had used the installer, it would have checked for the right JVM up front on Windows. If you've installed Java 9, this will be relevant: https://wiki.eclipse.org/Configure_Eclipse_for_Java_9
