I downloaded Eclipse Oxygen and installed mingw-64 in my system.
I installed CDT of Neon in it.
I set path for MinGW Home too.
After all these steps it should be running properly, but is showing 'Launch Failed. Binary Not Found'

What should I do ?
Is Oxygen not Backward compatible?

Did you remember to install the C (and C++) compiler and associated tools into MinGW?

It should be, but it is not tested. I would highly recommend matching Eclipse Platform versions to the correct Eclipse CDT version.

However you problem sounds like the build has not succeeded. Do you have an .exe in the Debug directory?
