I was trying to find the Eclipse 3.5 plan, but it doesn't seem to exist.
This is a bit odd considering there are two milestone builds out.

Is the plan secret? Delayed? Making it up on the fly?

Colin,

It does seem a little odd that we're two milestones into the plan
without a public published plan. The EMO's deadlines require that the
projects provide a standard format plan.xml by the end of September.
The Planning Council (and I suppose the Requirements Council) will take
these plan.xml documents as input to create a consolidated plan for
Eclipse as a whole. In theory, from this page

you should be able to click on any project, find the "Project Plan"
section for it, and then click on the plan link to see what's planned...

The planning process is finishing up.

Where would improvements to Window > Pref > General > WebBrowser

I would assume it would be in the Platform UI or the SWT plans.

I suggest you file bugs first otherwise it won't make it on the plan.
