I just got notified of the 4.6.1 (Neon.1) updates, but cannot find release notes anywhere on the Eclipse site or on the web in general.
Are there release notes?

Traditionally, the focus for service releases was strictly on bug fixes, hence no release notes / new¬eworthy document was needed.
As this rule is gradually being relaxed a few new features are included in Neon.1, but I don't think the process for putting together the documentation for this is in place, yet.
Note, that the Eclipse Project (what produces the "Eclipse SDK") is still more conservative than some other projects in the community, so some may have individual documentation about new features. Please check the web sites of your favorite plugins to find out.
