This is an exciting role that provides the opportunity to design, architect and implement innovative technical solutions across the City of Saint Paul. In addition, the role will develop the roadmap for technical environment standardization and future development based on industry best practices and leveraging cutting-edge technology. This role requires a service oriented mentality along with strong collaboration and communication skills. The right candidate approaches challenges with curiosity and the energy to drive to solutions.
Primary responsibilities of this role include:
Acting as a senior programmer and technical analyst for enterprise applications
Acting as an architect and designer for future enhancements and solutions
Leveraging strong critical thinking skills and logic in order to resolve complex technical challenges
Researching, evaluating and developing enhancements, extensions or interfaces
Business and Process Analysis
Creation of technical design specifications, flowcharts and documentation
Researching and establishing technical standards, procedures and guidelines
Mentoring and coaching other technical staff
Team workload prioritization and communication to ensure high levels of team and customer satisfaction
Preferred experiences for the current opening include:
Highly preferred technical competency in the following areas: SQL, Oracle PL/SQL, web services, Java and Groovy, Tomcat/Glassfish, or other application server technology
Experience with enterprise applications integration, interfaces and ETL
Experience designing and architecting solutions that are reliable, secure and scalable
Experience programming code that adheres to best practices for readability, reliability, and performance
Some experience with .NET/C# helpful but not necessary
Strong collaboration, communication, and documentation skills
Ability to excel in a collaborative team oriented work environment
Superior attention to detail, critical thinking, problem solving and organizational skills
Highly skilled in troubleshooting and problem solving
Ability to work effectively with minimal supervision while meeting deadlines

A Bachelor's Degree in Information Management, Computer Technology, or a related field and six (6) years of work experience related to the vacancy or a vacancy-related technical school certificate and eight (8) years of work experience related to the vacancy.
May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. The driver's license must have no suspensions or revocations for driving-related offenses within the two year period prior to the date of appointment. Suspensions for parking-related offenses are excluded.
Hours: This position may be subject to limited on-call status for after-hours services associated with the assignment.
Note: The Eligible List created from this exam will be used to fill various IS Information/Technical Analyst V positions with the City of Saint Paul and Office of Technology and Communications.
