I tried to build&depoly Maven-artifacts of the RAP Project into a self hosted Maven-Repository. I did it manually, by packaging the projects, taking the jars and writing the pom.xmls by my own. This approch is awfully error-prone.
I have read the https://wiki.eclipse.org/RAP/Maven_Central and http://git.eclipse.org/c/rap/org.eclipse.rap.git/tree/releng/org.eclipse.rap.build/scripts/upload-maven.sh but there is something missing IMO: the pom.xml files.
Is there any place, where I can find a complete&consistent set of them?
Or is there any other way to create them?

https://wiki.eclipse.org/RAP/Maven_Central does state the pom.xml files need to be created.

Why do you need to have RAP in a maven repository? If you're using Tycho to build your project you can use a p2 repository
