When creating and SWT Browser how do I get a responsive design view like the one Firefox has got (Developer -> Responsive design view) with javascript? or by swt layouts.

You could either write your own layout or use an absolute layout (i.e., no layout) and control the size of the SWT Browser widget via setBounds().
