Is it possible to install Eclipse for all users instead of a per-user installation that installs to the \username\Appdata\ folder?

This is for a lab of Windows 7 Enterprise 64-bit computers.
Users are locked down and do not have Write access to the C: drive.
The goal is to have Eclipse installed to C:\Program Files\ then have the users save their projects to their personal network drive that they have Read/Write access on.

Yes, if Eclipse is installed somewhere that is read-only to the user, Eclipse will create a very small surrogate installation in the user's ~/.eclipse folder. Note that if you use the installer to create the installation, be aware that it uses a bundle pool by default and you should either turn off the use of the bundle pool, or find a good place (the default will not be good) for it , and it too should be read-only for the end user. It's particularly useful to use a bundle pool if you want to create multiple installations.

Note that users will be able to extend the basic installation by installing additional plugins which will then be located in the surrogate installation.
