Does apache paho provide a durable publisher i.e. even if it loses connection with the broker and yet keeps publishing, the messages are queued and then sent when connection is reestablished?
I want to simulate cases like whats app or facebook messenger, where messages are queued and sent later if net is not available.

Depends on the client (language) you want to use, Most Paho clients will support this functionality (We call it offline buffering). Currently only Python supports it, however after the neon release at the end of the month, Java, GoLang, C and the Android service will also support it. Of course you can test this functionality out right now if you download from a SNAPSHOT build (For Java and Android) or from the develop branches on the repositories.
