Show space indents as tab, save tab as spaces? [message #1722575]

We have a project where 4 spaces are used for indents (always irritating) but I'd like to use tabs to indent but have them save as spaces, but then be able to arrow-key and click through the 4-space indents as if they are tabs.

Possible? I tried various settings but not getting the full effect.
