Perhaps this would be an enhancement but looks like a bug. I for one wouldn't expect to have my comments reformatted along with the code.
Maybe you should bring the issue up here: https://bugs.eclipse.org/bugs/enter_bug.cgi
If and when you do, don't link to it. Be nice and use cut and paste otherwise it may be ignored.
