Will Not Run or Debug [message #1713490]

I am completely new to using any type of program like this. I have tried to read books and use google and this forum but it is just all over my head.

I have downloaded Eclipse at the suggestion of a book. I started a new PHP file and put in the code...

<?php
echo "Hello world";
?>

When I try to run it, it just opens a webpage that says "Webpage cannot be found". I know when I downloaded XAMPP I had to change the port it used so I don't know if its a problem here as well.

When I try to debug it says "Launch configuration 'newfile' could not be started in debug mode. There is no debugger specified in corresponding 'Default PHP Web Server' server configuration.

Please help me get this set up! Sorry if this question is already in the forum but when I tried to read through them I did not understand them at all.
