more specifically after trying to run the installer a window pops up saying:

http://download.eclipse.org/oomph/jre/?vm=1_1_7_0_64_0
Application not found

anyone have any ideas to why this is happening?

Taylor,

So the installer itself runs or does it fail to run? The information
you show suggests that a 64 bit JVM for version 1.7 or higher is not
available on your machine. If you open a cmd prompt (I assume you're
on Windows from the link you show), and run "java -version", what does
that display? If you don't currently have an appropriate version of
Java installed (the installer itself needs at least 1.7) I'd suggest
installing a 1.8 JDK

Unless you aren't planning to do any Java development, in which case a
1.8 JRE should suffice:
